The school district must work with the township on all additional traffic calming measures associated with the project. 2. The outcome of the [eminent domain filing over the property at 129 N. Middletown Road](https://www.middletownobserver.com/eminent-domain-filed-for-k-1-center/) must be resolved before final approval. 3. All final plans must be submitted to Middletown's emergency services so they can review access and emergency response. 4. All of the school district's correspondence with PennDOT, the state, and relevant conservation groups must be shared with the township. 5. Township staff, engineers, land planning, and county engineers must approve a review letter. This sends the project to Township Council for a final decision, potentially as early as Wednesday, September 16th. About 90 residents attended the event. 18 people spoke during abbreviated public comment, 7 in favor, and 11 against. The K-1 Center is planned to open in September 2029 with kindergarten only, adding first grade the following year. More to come. ### MO Weekly: Renovating the Former Library Building & More URL: https://www.middletownobserver.com/this-week-middletown-renovating-old-library-building/ Last updated: 2026-09-09T13:39:53.000Z Today, I'm diving into the September 2nd Middletown Township Council meeting and the Rose Tree Media School District Legislative Meeting on August 27th. ## Council Meeting Notes ### PFM briefed Council on the [updated bond rating ](https://www.middletownobserver.com/council-recap-bond-rating-new-trail-proposed/)and a plan to refinance existing debt. PFM's Managing Director Jamie Schlesinger gave some background on what the AA+ bond rating means. He said "this is one notch below the best that you can be. It's a very strong credit rating for a township of this size." Schlesinger also said that the township's most recent financing round in 2019 supported the Middletown Free Library renovation. He described an upcoming ordinance that proposes borrowing approximately $2.5 million in new money, covering both a refinancing of the township's debt and a renovation of the former library building. 9/9 Correction Previously, this paragraph said the 2019 financing dollars went to the Wawa train station. The funds were used for pedestrian access between the station and the neighborhoods and trails around it. Once the building is renovated, the District Magistrate's office would move in, and the Township would rent out the space for about $2,600 per month in revenue. Renovations would be expected to take less than 18 months, according to Acting Township Manager Vince Visoskas. 9/4 update Schlesinger also said "there may be a one time payment of $400,000 or slightly more \[from Delaware County\] to go towards the improvement costs of the structure. Once the county considers the memorandum of understanding, then we would go the step further and actually do a lease." No breakdown was given between how much will go to refinancing versus the renovation. A presentation and draft of the ordinance are expected at the next meeting. Expect it to [show up here](https://middletowndelcopa.gov/index.asp?SEC=25F0F21E-0B8D-4D90-8A12-E8C8B3FAF9BE&DE=1CBB1EB4-014E-47CC-8300-7DA14090E873&ref=middletownobserver.com) as well. [Smart pig](https://en.wikipedia.org/wiki/Pigging?ref=middletownobserver.com) inspections will happen overnight from 7pm to 5am for about six nights. The goal is to identify and prevent leaks. It's happening at night since no work or preventative maintenance is allowed on the pipeline when school is in session. Similar maintenance was previously done on Pennell Road with reportedly minimal disturbance to residents. ### The Sewer Authority is going to televise sewer lines in Riddlewood this month. The purpose is to check for cracks or blockages, and anyone affected will receive a notice with specific dates. ## School Board Legislative Meeting Notes ### Superintendent Dr. Meloche highlighted improvements made to district schools over the summer. HVAC upgrades were completed at Indian Lane Elementary and Media Elementary. Back in June, the board mentioned the [goal of getting all six schools air conditioned](https://www.youtube.com/watch?v=3wKW%5FgfhMgw&ref=middletownobserver.com). Additionally, Media Elementary's canopy and atrium skylight (built in 1992) was replaced. A new turf field and track were installed at Springton Lake Middle School as well. The next Planning Commission meeting to discuss the proposed K-1 Center will be [Tuesday, September 8, 2026 at 6:30pm](https://middletowndelcopa.gov/vertical/sites/%7BE08CD8FE-6BF2-4104-AF8F-C16770381A63%7D/uploads/A%5F09-08-2026%5FPC.pdf?ref=middletownobserver.com). It'll take place at Penn State Brandywine, in the Student Union Building's Lower Level (25 Yearsley Mill Road, Media, PA 19063). **You can find a recording of the meetings here:** *(Note: I am on the board of MFL. The views expressed on this blog are entirely my own and do not represent the official position, opinions, or policies of the Middletown Free Library Board of Trustees.)* ### Council Recap: Bond Rating Upgrade & New Trail Proposed URL: https://www.middletownobserver.com/council-recap-bond-rating-new-trail-proposed/ Last updated: 2026-08-26T13:26:12.000Z Today, I'm diving into the August 19 Middletown Township Council meeting. ### Middletown Township received an upgrade in its S&P municipal bond rating. Acting Township Manager Vincent M. Visoskas said it's "an endorsement of our strong tax base and our conservative budgeting philosophy. All in all, it's expected to give us around $144,000 in savings when we do refinancing. That's a great achievement for the township." [S&P Global announced the upgrade](https://www.spglobal.com/ratings/en/regulatory/article/-/view/sourceId/101702324?ref=middletownobserver.com) as well, saying "the stable outlook reflects our expectation that Middletown's fund balance will remain healthy over the next few years, supported by the predictable main revenue source of property taxes." ### A representative from Friends of Turks Head Trail spoke about a proposed trail project that would connect West Chester Borough to Middletown. They've been working on this project [since at least summer of 2021](https://www.dailylocal.com/2021/08/23/resident-wants-to-establish-pedestrian-path-alongside-the-west-chester-elwyn-line-tracks/?ref=middletownobserver.com). ### A new sports program for toddlers is coming this fall. Middletown Township MultiSport Tots is coming to Roosevelt Community Center this fall. It offers a variety of sports for kids ages 2-4, and runs Saturday mornings from September 19 through October 24\. Five food trucks are planned, along with kids' activities and music. honeygrow has officially opened in Granite Run, under the eleven33 apartment complex. The township is seeking resident photos of Middletown to feature on the permitting portal. They're looking for pictures of pets, scenery, or anything that exemplifies Middletown. [View It Here ](https://www.facebook.com/photo?fbid=1380229224286230&set=pcb.1380229477619538) On August 11th, over 100 people packed a Planning Commission meeting for the second time. The school district was ultimately given more time to update their plan, and this process will now likely last through October. Here's my summary of what's new in the debate over Rose Tree Media School District's proposed K-1 Center. If you want a fuller picture, [take a look at](https://www.middletownobserver.com/whats-new-in-the-k1-center-debate/) [my previous coverage](https://www.middletownobserver.com/rose-tree-media-k1-center-explained/). ### New from the district Dr. Meloche announced a district-hosted "community meeting and discussion about traffic and about bringing together all the passionate members of our community, our elected officials, members of the planning commission if they want to be there, residents, anyone with a vested interest in the traffic problem that we all face on a daily basis." He said this will take place on Monday, September 14th, at 6:30pm at Springton Lake Media Center. 9/9 Update At the September 8th Planning Commission meeting, Dr. Meloche announced that the community meeting will be postponed to a later date to be determined. The district said it's now adding physical traffic controls between the K-1 Center and Penncrest parking lots. This would stop high school students from driving through the K-1 Center's grounds. I had [previously covered this as a concern](https://www.middletownobserver.com/whats-new-in-the-k1-center-debate/) in the July meeting. The district also confirmed a Traffic Impact Study is coming in "roughly a few weeks". Additionally, the district added a crosswalk to the overall plan, connecting the K-1 Center to Longview Park across Rose Tree Road. A representative for the district said "this pedestrian crossing in this area...crosses and gets you to the park. And then from there, there is the trail system that essentially serves as a sidewalk. This could provide the connectivity to and from the \[new\] traffic signal and ultimately to cross 352\. That would be in lieu of providing additional sidewalk." ****Correction (Aug 20)**: Middletown Township asked to have the crosswalk included into the plan in their feedback. Previous versions of this article said the school district proposed it. ### New from the opposition Overall, those opposed to the K-1 Center focused on traffic. They asked for more clarity outside of the district's plan to watch and adjust after building. One resident criticized it as "one big experiment". Another resident asked why the study omitted Route 452 and Route 1 entirely in its analysis. Residents said the traffic study didn't account for after school activity traffic. [Familiar objections about site location](https://www.middletownobserver.com/whats-new-in-the-k1-center-debate/) persisted. One resident, citing his own figures, said the proposed K-1 Center building would be bigger than the 80,000-square-foot Rocky Run YMCA and the 60,000-square-foot Hilton Garden Inn, calling it 'an oversized industrial project.' ### New from supporters Supporting speakers pushed back on the idea that the opposition represented the whole community. One speaker said "If you look around this room tonight, you're going to hear a lot of vocal opposition from a minority that does not represent the community at large...These concerns are real and valid, but these are engineering challenges to be actively managed. They are not reasons to walk away from our children's future." ### Zooming out and what's next The biggest change was the makeup of public commenters. During the July meeting, I counted 36% in favor, and that ratio [dropped to 13% in favor in this meeting](https://www.middletownobserver.com/no-vote-on-k1-center-again/). That shift comes only months after voters rejected a [Republican slate that had campaigned explicitly against the K-1 Center](https://www.facebook.com/groups/1418546011549163/posts/32079987201644975/), by a 60% to 40% margin, [this past November](https://results.enr.clarityelections.com/PA/Delaware/125145/web.345435/?ref=middletownobserver.com#/summary?voteType=ALL&precinct=ALL&party=ALL&district=Middletown%20Twp). The next Planning Commission meeting is Tuesday, September 8 at 6:30pm. The district may need more time to revise their plans, potentially pushing discussion of this proposal to Tuesday, October 13th. As always, Middletown Observer will be following along. ### Latest: No Vote on K-1 Center Again URL: https://www.middletownobserver.com/no-vote-on-k1-center-again/ Last updated: 2026-08-12T12:53:06.000Z The Middletown Township Planning Commission did not vote Tuesday on Rose Tree Media School District's proposed K-1 Early Learning Center, extending the district's presentation at least another month. The Planning Commission unanimously moved to give the district more time to amend its presentation. The next Planning Commission meeting date is scheduled for September 8, 2026\. The commission's eventual recommendation will go to Township Council, which makes the final decision. Over 100 residents once again attended in a packed event. 38 people spoke during public comment, 5in favor, and 33against. The K-1 Center would open in September 2029 with kindergarten only, adding first grade the following year. It would bring full day kindergarten to the school district. More to come. ### Breaking: Outrigger Withdraws Appeal, No Warehouse Coming to Franklin Mint Site URL: https://www.middletownobserver.com/breaking-outrigger-withdraws-warehouse-lawsuit/ Last updated: 2026-08-11T21:39:25.000Z Just a few minutes ago, Middletown Township released the following statement via email: Outrigger Withdraws Land Use Appeal Against Middletown Township Outrigger Industrial Acquisition, LLC has withdrawn its appeal challenging a land development application denial by the Middletown Township Council, filing a praecipe to discontinue the case in the Delaware County Court of Common Pleas on August 10, 2026. A brief history of the case – - The applicant filed a land development application for a warehouse use on the site while the Township was in the process of adopting a revised zoning ordinance. - Pursuant to State Law, the applicant was entitled to consideration under the previous zoning ordinance. - The Township considered the application, per the PA Municipalities Planning Code and notified the applicant of a decision on August 20, 2025. - The applicant filed its appeal within the permitted 30-day appeals window. - The applicant withdrew its appeal on August 10, 2026. - The circumstances behind this withdrawal and the statutory time clock mandate that any future proposed development on the site must follow current zoning standards. The Township appreciates the resolution of this matter and looks forward to working with all stakeholders on future development of the site. Of note: any future proposed development on the site must follow the new zoning ordinance set in January of last year. That ordinance does not allow for a warehouse on that plot of land. No word yet on what, if anything, is planned for the property next. You can read [part one here](https://www.middletownobserver.com/qa-dr-joseph-meloche-superintendent-part-1/). *Discussion has been lightly edited for length and clarity.* ### Middletown Observer: Walk me through why additions can't go on the existing schools. **Dr. Meloche**: Start with Media Elementary. It's a beautiful school. That stone will last forever. You are not putting more classrooms there. You're not even putting trailers there, right? You're not building up. Then you start to look at the other schools: Indian Lane, Glenwood, and Rose Tree - to put in an addition on a building that was designed 50, 70 years ago? None of them are great sites for a build. Indian Lane is probably the best possible site to put an addition because of the layout. But you don't do it without an incredible amount of site work, because there's a dramatic slope on which the school sits. To do an addition on Glenwood or Rose Tree would mean the capturing of the fields and the opportunity for kids to play. And other things don't change: parking, arrival and dismissal space, cafeteria size, gym space, library size, and the number of spaces available for reading specialists, math support, speech, OT, and PT. ### **Middletown Observer: What other building areas would need to change if additions were built?** **Dr. Meloche**: The cafeteria, all-purpose room or gym, hallway space to move kids around, accessibility and space for buses and parent drop-off/pick-up, the library, and special area type rooms for speech, OT, and PT. Bathroom space for the general population of the building, and the opportunity for space when there's a parent event to get parents into the building. And if additions went on three schools but not Media, you're looking at the shift of where children attend. ### Middletown Observer: So if students would shift where they attend in this scenario, what happens if there's redistricting? **Dr. Meloche**: Redistricting means looking at where children live and where they attend school, to make the best functional opportunity for the right kids to go to the right buildings. This ties into the discussion around building another K-5 school. Redistricting would have happened should we have opened the school in Edgmont. That means there would be children that currently attend Glenwood that no longer attend Glenwood. They would attend a new school. You have children at Indian Lane that might go to Glenwood. You have children at Rose Tree that would definitely go to a different school. And the same thing at Media. ### Middletown Observer: If a child in, say, second grade got redistricted, what would that mean for them? **Dr. Meloche**: Whether a child stays or moves has been handled different ways in different districts. It would definitely mean a different space for them. That's why, when we open this new building, it'll just be kindergarten that first year. And then we'll add first grade the second year, because we're not going to take kids that have gone to kindergarten in these other four elementary schools and move them over to the K-1 Center for a year. ### Middletown Observer: You could say with the K-1 Center, they're moving schools from first to second grade. But it seems like the alternative is also moving schools. **Dr. Meloche**: Should we open another K-5, or do nothing, or put additions, there's a large group of children that will be moving schools. What does that look like for kindergarteners and first graders to be in a school for two years? As an educator, I believe the children will thrive. Five- and six-year-olds are incredibly resilient. The struggle with it is usually with the adults. One upside I'm most excited about: the four elementary schools in some ways operate independently. \[Parent Teacher Groups\], activities, and the structure of community support. This K-1 Center ties all five schools together. Once the PTG starts and goes through, you're going to have people in all four of the schools who are connected. I love hearing about families that tell me that their kids met at preschool programs. Even though they go to different elementary schools, they match back up again in middle school, then match back up in high school. As people come together and drift and then come back together, it provides that opportunity. Academically, having all kindergarten teachers together working on how we can improve, to talk about what they're doing, to thrive, to balance and make the experiences of children consistent: it's such a great opportunity. ### Q&A: Dr. Joseph Meloche, Superintendent of RTMSD (Pt. 1) URL: https://www.middletownobserver.com/qa-dr-joseph-meloche-superintendent-part-1/ Last updated: 2026-07-31T15:10:26.000Z MEDIA, Pa. — Dr. Joseph Meloche recently sat down with Middletown Observer for an interview about the proposed K-1 Center, joined by Barbara Wilson, the district's Communications Coordinator & Grant Writer. Rather than recapping the general project, I wanted to ask him about the [current issues Middletown residents are discussing](https://www.middletownobserver.com/rose-tree-media-k1-center-explained/). This is part one of two. I'll publish part two before the Middletown Planning Commission meeting (unconfirmed but likely) on Tuesday, August 11. *Discussion has been edited for length and clarity.* ### **Middletown Observer: What can a dedicated K-1 center do that an addition to an elementary school can't?** **Dr. Meloche:** Most schools are designed for the largest, oldest children who will be in them, because you need that space. When an elementary school is built to house kids up through fifth or sixth grade, and you're looking at 10-, 11-, and possibly 12-year-olds, they're much bigger. So the bathrooms, toilets, sinks, and playgrounds are all sized for older kids. That can be overwhelming for a five-year-old when they enter school for the first time. A building layout designed specifically for five- and six-year-olds gives you classrooms built in pods with a shared common area, so there's opportunity to move space and share space. We'll have modular desks and equipment that can move, classroom walls at the child's height, and bathrooms designed for that age group. One of the most important things for the younger children is learning school. Certain parts of that have not changed in 70 years: arrival, dismissal. Kindergartners in an elementary school are, at best, invited guests. If you have an assembly, they're the last ones in and the first ones out. They need more transitions in what goes on during the course of their day. The biggest opportunity this building gives us is introducing full-day kindergarten, which we don't currently offer. We're one of only a handful of districts in Delaware, Chester, and Montgomery counties that does not offer full-day kindergarten. What we are asking children to do in a two-and-a-half-hour program is almost untenable. The new building will have three separate outdoor recess areas, including equipment and space designed for children, including an area to be designed for children with special needs. We've seen a more than 25 percent year-over-year increase in kids coming out of early intervention in Delaware County over the last two years. It's our responsibility to provide and to meet the needs of those children, which we take very seriously. Bringing all the kindergartners and first graders together also lets us identify strengths, weaknesses, and children that may need some sort of intervention. The more that we can provide to help and support them in kindergarten and first grade, the more successful they will be in later grades. The longer kids are with us, the more successful they are going to be. ### **Middletown Observer: Residents have suggested going back to the drawing board and taking more time for this process. What's the downside of running on trailers?** **Dr. Meloche:** First, cost. We're paying for those, and it's money that just goes away, since they're temporary by design. They're separated from the main building. In order to make sure that they are secure, there is a high chain link fence that's around. This is really not the image of what we want our children to be experiencing on a daily basis in school. We can do a lot better with where we are and what we're doing. And the trailers may be temporary, but the children living through them for years aren't. This community has grown significantly over the past decade, and people will keep raising families here. A big part of a community's value is the quality of its schools. \[A permanent building\] is also a better long-term investment over time. It's more effective to maintain, efficient to heat and cool. **Barbara Wilson, Communications Coordinator & Grant Writer for Rose Tree Media School District:** Using these modular units as a stopgap has shown us that simply adding classrooms to existing buildings doesn't solve the problem. Otherwise everyone would be fine, and kids wouldn't be crammed into cafeterias, and we wouldn't be worrying about how to fit everyone for assemblies. **Dr. Meloche:** At Glenwood, with a school day of about six-and-a-half hours, lunch runs close to four hours just to cycle kids through the cafeteria. New state legislation taking effect next summer requires a minimum of 30 minutes each for recess and lunch, which will extend things further under our current setup. The ability to cycle that many kids into a cafeteria and to have access to food is overwhelming. **Barbara Wilson:** Parents at Glenwood said as much at \[the July Planning Commission\] meeting. They're living it, and they know it's not a solution. ### **Middletown Observer: Would it be fair to say buying new property would eventually require a bigger tax increase than this project?** **Dr. Meloche:** Buying a property would absolutely cost more than what we're currently designing, just at face value. If we have to stop, we've already invested money in the design and engineering process over the last 20 months. \[Buying new land\] would mean setting all that aside. Design has to be very specific for the property on which it's going to sit. It's starting over again, which is continuing to spend more money, which makes it more expensive, and takes longer. ### **Middletown Observer: Have you made changes to the plan based on community feedback so far?** **Dr. Meloche:** The biggest change was the introduction of the road that connects the parking lot from Penncrest High School to the new school, and not bringing any buses in off of Rose Tree Road. We had a committee of 30 people or so from across the district to talk about full day kindergarten. And then I've talked to people from other places throughout the district. ### **Middletown Observer: Anything else Middletown residents should understand?** **Dr. Meloche:** Our budget year opened July 1 and we're currently in the audit process for last year's budget. Everything is public, all the numbers are put out. We will start working on the 2027-2028 budget in October and then we'll work through until April-ish. Typically, the state releases the Act 1 Index (*maximum that school taxes can be increased*) in November, December. When you look at that, there are only a couple of times that we've gone to the top. The current year is a 3.5 percent increase. Last year the board approved us for a 2.5 percent increase and we only used 1.6 percent. That 3.5 percent increase covers our entire regular operating budget: teachers, bus fuel, utilities, debt service. A school district should never be debt-free; we need to take advantage of the opportunities that we have because there is always work that needs to be done. I can tell you that the board will vote for us not to exceed the Act 1 Index in December, as they do every year. Because if they did, that would require a public referendum. We have to live within our means, and we take that very seriously. ### Council Recap: Lenni Park Project, Penn Oak Podium & More URL: https://www.middletownobserver.com/lenni-park-project-penn-oak-podium-manager-search/ Last updated: 2026-08-04T12:52:55.000Z I'm writing these posts to better understand what's happening in Middletown. Today, I'm diving into the Wednesday, July 1 Middletown Township Council Meeting. ### After rejecting the initial round of bids for Lenni Park improvements, Council rebid the project and found a less expensive option. They will move forward with improvements to the softball field and facilities. Additionally, the project will bring a handicap-accessible trail to reach the field and a new stormwater basin to help manage runoff. Future plans include a basketball court replacement (for multiple sports), expanded parking, and a paved accessible trail loop through the park. ### Council dedicated a new podium in honor of the 250th anniversary of the United States of America and 340th anniversary of Middletown Township. According to a [London Grove Monthly Meeting Facebook post](https://www.facebook.com/LondonGroveMeeting/posts/the-new-middletown-township-podium-is-a-wonderful-tribute-to-the-strength-and-co/1046369571389082/), it was "crafted from wood of the historic Penn Oak that stood for more than 300 years." The tree it was built from [predates William Penn himself and fell in 2023](https://londongrovemeeting.org/honoring-and-commemorating-the-champion-oak-tree/?ref=middletownobserver.com). It was crafted by Bok Read and Middletown Finance Director Vince Visoskas. ### The search for the next Township Manager begins. Council approved an agreement with The Meyner Center for the Study of State and Local Government at Lafayette College to assist in the search for the next Township Manager. This was the process they used to [find the outgoing manager, John McMullan](https://www.middletownobserver.com/manager-leaving-penndot-update/). ### Other Notes Council authorized a purchase agreement for a new fire tower ladder truck for Rocky Run Fire Company. The current ladder truck is nearing its service life expectancy, and the acquisition process takes about three years. There's $2.4 million approved for this purchase, including padding to account for inflation... Council officially appointed members of the Senior Citizen Advisory Committee. This committee existed in the late 1990s and early 2000s to serve as the voice of seniors in Middletown Township. Only five of the seven seats are filled, so [reach out to a council member here to sign up](https://middletowndelcopa.gov/council?ref=middletownobserver.com). ### **As always, you can find a recording of the entire meeting here:** ### What's New in the K-1 Center Debate URL: https://www.middletownobserver.com/whats-new-in-the-k1-center-debate/ Last updated: 2026-07-18T14:24:15.000Z Over 100 people packed the Planning Commission hearing on Rose Tree Media School District's proposed K-1 Early Learning Center on Tuesday evening. [No vote was taken](https://www.middletownobserver.com/k1-center-hearing-extended/), and its eventual recommendation will go to Township Council for the final decision. Superintendent Joseph Meloche brought several new arguments that I haven't covered before. I also heard a new concern from the Planning Commission and residents. Today, we're only looking at what's new. If you're looking for a more comprehensive breakdown, [check out my guide here](https://www.middletownobserver.com/rose-tree-media-k1-center-explained/). ### **Preserving the current elementary schools.** Dr. Meloche said that the K-1 Center is the option that keeps the district from redistricting the current elementary schools. Educating kindergarten and first grade together, he said, "will allow us to maintain our four neighborhood schools… as they currently exist for second to fifth grade." He pushed back on a common suggestion about building another K-5 school instead. "If we build another K-5 school, which the board is not proposing or considering, that will require redistricting of the other schools," meaning the current elementary schools wouldn't "exist in the same way for all the families who are currently part of that school." ### **A building designed for five- and six-year-olds.** Dr. Meloche said that the district's current elementary school buildings were designed for their oldest students, leaving the youngest as "invited guests to student activities at best," and that a purpose-built K-1 would give kindergartners and first graders spaces suited to them. That statement was reinforced by educators who spoke at public comment. One longtime elementary counselor said that in a K-5 building "bigger kids have bigger problems" that repeatedly pull staff away from the youngest students, and that a dedicated K-1 center lets teachers and specialists focus on early development. She said the project "was not my first choice" but that she came around after studying the options herself. ### **New argument against, and what's next.** Most of the objections in public comment like cost, site selection, external road traffic, and tree loss [were familiar](https://www.middletownobserver.com/rose-tree-media-k1-center-explained/). A point that I haven't seen before was the internal traffic footprint of the project (movement within the campus itself). One resident questioned Penncrest's newly licensed teen drivers sharing the campus with the youngest kids. A member of the Planning Commission expressed a similar concern about internal traffic and making sure the proposed roads were wide enough for busses. In response, Meloche said traffic "supervision and management on campus...are going to be critically important." He also said the first year of opening will be kindergarten only, giving the district time to see and adjust to the internal traffic situation. Traffic concerns will be front and center in August for the district's traffic presentation and more public comment. ### Breaking: Planning Commission Vote on K-1 Center Pushed to Next Month URL: https://www.middletownobserver.com/k1-center-hearing-extended/ Last updated: 2026-07-15T13:05:16.000Z The Middletown Township Planning Commission did not vote on Rose Tree Media School District's proposed K-1 Early Learning Center, continuing the hearing into August. The eventual Planning Commission vote result will be a recommendation and Township Council will make the final decision. The next Planning Commission meeting will take place on August 11\. That meeting will have the district's traffic presentation and followed by public comment. Over 100 residents attended in an overflow packed event. 28 people spoke during public comment, 10 in favor, and 18 against. The Delaware County Planning Commission also recommended to approve the plan in June, with comments about wetlands, storm water management, and other caveats. More to come. ### For and Against: Rose Tree Media's K-1 Center Plan URL: https://www.middletownobserver.com/rose-tree-media-k1-center-explained/ Last updated: 2026-07-09T17:31:59.000Z Here at Middletown Observer, I seek to understand first. Here's my best summary of where things stand in the debate over Rose Tree Media School District's proposed K-1 Center. I'm pulling this from what's been said in public meetings and social media. Let's dive in. **Opponents say we should invest in and improve our current elementary schools.** The school district counters that the land, infrastructure, and building designs at those schools make expansion unrealistic. **Cost remains a large part of the debate.** The K-1 Center was[ originally projected at $81.5 million](https://www.rtmsd.org/school-board/presentations/capital-projects-construction?ref=middletownobserver.com); that figure has since risen to $84 million, though it still falls within the [$78 million to $85 million range the district initially estimated](https://www.delcotimes.com/2025/02/08/rose-tree-media-unveils-site-plans-for-78-85-million-early-learning-center-and-full-day-k/?ref=middletownobserver.com). This whole thing is complicated by the addition of athletic field improvements. It makes the total number higher. This post is only about the K-1 Center, so we'll focus on that specific number. For taxpayers, the school district says "[There will be no additional costs to taxpayers beyond the annual approved budget for the new school](https://app.smore.com/n/pygh4?ref=middletownobserver.com)." The approved budget for next year is projected to [add $212 a year to the tax bill](https://www.middletownobserver.com/rose-tree-media-school-district-update/) on the median-assessed home in the school district. **Opponents also bring up traffic concerns.** The intersection the school district wants to build on is a traffic challenge. The township's [Traffic Impact Study](https://middletowndelcopa.gov/vertical/sites/%7BE08CD8FE-6BF2-4104-AF8F-C16770381A63%7D/uploads/2026-05-01%5FRTMSD%5FK-1%5FCenter%5FTIS.pdf?ref=middletownobserver.com) says "all study area intersections will operate at acceptable levels of service and satisfy PennDOT's level of service criteria." The [district points out](https://app.smore.com/n/x06m3-superintendent-s-update-6-30-26?ref=middletownobserver.com#bu9u5xfl8b) that the road realignment project will happen regardless of the property, since PennDOT had it on schedule for completion in about a decade. The plan is to move the project up and [cover most of it with a grant](https://www.middletownobserver.com/higher-costs-vs-new-savings-at-june-4-work-session/), but there remains an open question about school taxes paying for a state road. **Opponents say it isolates special needs students.** The district disputes that, noting the plan includes a dedicated space for its Linking Learning to Life program, which serves students ages 18 to 21 with special needs. **Opponents have also raised environmental concerns, noting that more than 200 trees would be removed for the project.** The district acknowledges the loss but points to the township's tree-replacement policy, which it says "will ensure vegetation to support the wildlife and the appearance of the property." **Overall, I've seen general agreement that the addition of 600 new homes in the past six years means we'll need new academic space for the kids.** Most comments I've seen agree that full-day kindergarten is a worthwhile goal for Middletown's working families. One More thing The July 14th meeting is not the final decision for this proposal. This is the Planning Commission, which will give their recommendation to the Council based on their vote. I've seen previous Planning Commission meetings be extended if there's enough public comment, which would mean a follow up meeting in August. Either way, I'll be following along here. If you're coming north on 352 and you want to turn left, that dangerous downward clover ramp is gone. ### *Baltimore Pike & Pennell Road (Area 2)* They want to add dual left-turn lanes on both Baltimore Pike and Pennell Road to help move more cars through each green light. That means construction to widen both of these roads. They see up to 192 residential, 53 commercial, and 37 other buildings that may need demolition or removal of property. ### *Other Areas* They recommend a totally new access road for anyone living in the Blackhorse Lane development. Those residents will now have a way to leave their community without having to pull into the Route 1 traffic. ### *More to Come* There's a lot to dig into here. Just reply directly to this email. **K-1 Center Inflation Adjustment** RTMSD will add an extra financial cushion to the K-1 Center estimate in case there are delays. A project representative told the board that it's prudent to plan for even higher inflation costs. The [total budget for the building is $84 million](https://resources.finalsite.net/images/v1750098739/rtmsdorg/oa42jpbrvl0v5cuiqvdm/rtmsd-k-1center-boardupdate-0605.pdf?ref=middletownobserver.com) (plus the cost of road realignment). **Road Realignment to Cost $1.2 Million More** In February, the cost was estimated at $2.5 million, but it's now estimated at $3.7 million. The district will apply for a $3.0 million grant next month to cover most of it. **Recapturing** [**Cyber Charter**](https://www.middletownobserver.com/rose-tree-media-school-district-update/) **Tuition** There are 40 total cyber charter students in the district, and their tuition is paid out of the RTMSD budget. Tuition ranges from $15k - $45k per child, and the district spent over $1 million for these 40 children to attend these outside charter schools. The district recently convinced two students (at $45k annual tuition each) to return to the school district, netting an immediate $90,000 in annual savings. **New Elementary Progress Reports Coming** These reports will help families understand their child's growth over time, specific strengths, and continued areas to improve according to grade-level standards. Please note that I won't report on social media commentary. **New Project: Interactive Middletown maps** Council will soon vote on a professional services agreement with the County for an updated interactive map (to be hosted on middletowndelcopa.gov). This will refresh the [current trail maps](https://middletowndelcopa.gov/trails?ref=middletownobserver.com) and also answer zoning questions. **We'll keep ballot boxes at the township building for at least another ten years.** Delco hosts the mail-in drop box and maintains the security camera operation. There have been no operational or security issues reported for that drop box in the past five years. **Extra Notes** Rocky Run EMS continues to see high volumes of calls. Fire responses are up slightly versus last year and EMS responses are up about 75%. Just reply directly to this email. **Public comment on the K-1 Center continued with three speakers criticizing the project.** One Upper Providence resident shared a letter from her state representative saying that a school district's spending is narrowly tied to educational and operational purposes. RTMSD's superintendent didn't address this directly, but offered to have a board director meet for coffee and discuss the project with anyone who has concerns. The proposal will likely [go before the Planning Commission on July 14th](https://middletown-delco-updates.ghost.io/ghost/?ref=middletownobserver.com#/editor/post/6a10859e72f3950001b06758). **RTMSD officially approved the budget for the 2026-27 school year. Real estate taxes will go up 3.5%.** That's [the highest they're allowed to raise taxes without triggering a vote](https://www.pa.gov/agencies/education/programs-and-services/schools/grants-and-funding/property-tax-relief/act-1-index?ref=middletownobserver.com). School board directors called the budget a "delicate balance" and "fiscally responsible." **The district appointed a Supervisor for Technology.** The role will be filled by a former Media Studies teacher at Springton Lake. This new role will help develop a comprehensive K–12 AI curriculum framework by fall of 2027\. All of this hinges on RTMSD submitting an Environmental Impact Assessment by the end of this month. 2. **Council discussed the new Pinnacle Car Wash, which will go in behind Middletown Pizza.** They're going to put a speed bump (or larger speed "pillow") to slow people cutting through the car wash to turn down 452\. They'll also do a post-development traffic study. After this, Council approved the development and it's going to move forward. 3. **Rocky Run Fire Company is going to relocate.** Council started a committee to look at new locations. "This will likely be a two- to three-year, or possibly four year commitment," Township Manager John McMullan said. 4. **Extra notes.** The expansion of Casa Mia will move forward and was approved by Council...There will be a brief ceremony on Saturday, May 25th at 8am at the Township Building for Memorial Day..."Passport to Middletown" will take place on May 30th. Stop at Cumberland Cemetery, Longview Park, and Middletown Township Historical Society to collect stamps and win a commemorative Middletown mug. ### Eminent Domain Filed for K-1 Center, August Start to School Year? Physical work and mobilization on the site are projected to begin in Fall 2027. 3. **The district debated moving the start of the school year earlier into August.** A survey of RTMSD families showed that 75% of respondents preferred starting after Labor Day. District officials argued that school days in August are significantly more valuable for learning than days in June. Additionally, the legal costs of filing eminent domain haven’t been disclosed yet. 3. **The school board voted to approve a 3.5% real estate tax increase. I**t’s the maximum allowed by the state for the upcoming year. During public comment, residents questioned the necessity of the maximum tax hike, suggesting the district should provide tax relief instead of creating full-day kindergarten. 4. **The Board will hold its next work session on May 14, 2026, at the Springton Lake Middle School Library, where the community will receive a final update on the budget before the official vote.** A final vote on the budget is scheduled for the May 28 legislative meeting. The school district’s formal appraisal of the land was $83,000\. The church responded by lowering their offer from $3 million to $1.5 million. 2. **RTMSD will consider eminent domain to move the project forward.** Middletown Township Council won’t consider the project until this legal maneuver is filed. With an eminent domain filing, the project manager expects to submit plans and specs to Middletown Township immediately, with public discussions on the school and road to follow. 3. **The Board expressed a strong desire to continue amicable conversations with the church but reached a consensus that they “cannot wait any longer” to begin the public review process with the township.** 4. **Upper Providence Police Department presented the results of the AI-powered school bus stop-arm camera program.** They said that they’ve issued about 8,680 formal citations since September 2022\. Unless these cameras are running during the summer, that comes out to about 15 violations per school day(!) 5. **The Board reviewed the proposed final budget for the 2026-2027 school year.** It includes the addition of six new faculty and support positions to address enrollment spikes and state mandates, including a personal finance teacher and a middle school gifted support teacher. The median-assessed homeowner will see an annual property tax increase of approximately $212. He anticipates a public presentation to the Middletown Township planning commission scheduled for May 14. 2. **The Board officially adopted its 2026-2031 Strategic Plan.** The plan focuses on four key pillars:-Meaningful learning environments.-Effective teaching and professional development.-A thriving culture for both students and staff.-The maintenance of high-quality, innovative facilities 3. **The plan was the result of an 18-month collaborative process involving a diverse committee of parents, teachers, administrators, and students.** Moving forward, the district will use these priorities to vet every major decision. If a proposal does not align with these goals, it must be re-evaluated. 4. **The district is dealing with a significant rise in Special Education costs.** They’re nearly doubling for the coming year due to a 15-20% spike in early intervention needs for children five and under. Administrators attribute this surge to a “post-COVID trend” where families have become significantly more aware of the services they can access. The district has no discretion over these funds and they are legally obligated to provide these services to every child who qualifies. The fire originated in the garage, but didn’t extend out to any other living areas and was contained. First units arrived in about four minutes. 2. **The township still hasn’t received anything from [RTMSD on the proposed K-1 center](https://www.middletownobserver.com/rose-tree-media-school-district-update/).** Residents continued to speak their opinions: 1. **In favor:* “Half day kindergarten assumes a family structure that most families no longer have…when we offer only half day, we are asking one parent, most often a mother, to leave the workforce or piece together childcare or scramble every single day. That is not a neutral choice.”* 2. **Against:** *“We need to do it in a different manner than this school…this is not a quick fix. \[The school district doesn’t\] have the funds for this.* 3. **In favor:** *“We are reaping the benefits of all the people that have moved in, in the form of tax dollars. So there are no excuses that we can’t spend what we need to support the people who are paying these taxes and support their children.”* 3. **If the school district submits their plan by April 8, it will go to the [Planning Commission meeting](https://middletowndelcopa.gov/index.asp?SEC=BB55B281-6996-49DB-B4C7-08894B8975EC&DE=D5DA8B83-144D-493F-ABD1-AFCB196D34D5&ref=middletownobserver.com) on May 14th.** I counted four residents speaking in support, and three against. 4. **Council will make a decision on a new “Traffic Calming Policy” at the meeting on April 15th.** The new policy will help manage complaints from residents about traffic on township roads (not state roads). Middletown residents would be able to petition the township for low speed, neighborhood-focused treatments on township roads with a 25 MPH speed limit. Final decision would then be made by Council. It’ll be located on the northeast quadrant of the Promenade, in an unfinished area close to the Acme. 3. **More industrial land development is coming at the Parkmount and Pennell Road intersection.** Plans for this land had been dormant, but revised plans were recently submitted to the township. 4. **Middletown Township was awarded the** [**Gold Certificate for the Bird Town Program**](https://birdtownpa.org/bird-towns/?ref=middletownobserver.com)**.** Signs were installed at two township parks. We are still in discussions with the church property owners. There is that little sliver - it’s about a quarter acre of land - that has an easement from PennDOT…There has been some back and forth with the two legal teams and we’ll see where that stands at the end of this month. There has been a formal appraisal of the land so it gives a good relative value of what it’s worth. That should help in formulating this purchase acquisition.” - Feb 12 Work Session 2. **The school district is applying for a grant to cover the $2.5 million cost of redirecting Rose Tree Road.** > “Will the district pick up the $2.5 million for the project if we don’t get the grants for the road work? Yes.” - Feb 12 Work Session 3. **Negotiations continue with the neighboring church for the land required to do this project.** > “That is in the appraisal…it’s about $100,000, that’s what you would pay the church for this little piece of land.” - Feb 12 Work Session 4. **The proposed school tax increase will result in an additional $212 cost per year for the median-assessed home in the district.** They’re doing this to offset increased costs. 5. **Teachers in the district are staying for longer, which is great for students but increases salaries and pensions.** > “This graph depicts some of our major cost driver. They’re actual figures, and you can see the green \[Pennsylvania School Employees’ Retirement System\] line going to the sky” - March 2 Budget Workshop 6. **The district also pays for anyone attending cyber charter school (largely high schoolers).** There’s a strategy to find elementary and middle school students currently in cyber charters to bring them back to the district before they reach high school. Council voted not to move forward with the Loop Road project after another round of public discussion. [Previously, I counted](https://www.middletownobserver.com/february-4-middletown-council-meeting/) roughly 9 opposed, and 3 in favor. This meeting had a ratio of 14 opposed to 1 in favor. 2. Those opposed said: 1. Maintenance costs aren’t accounted for in the budget. 2. More traffic flow capacity means more cars will use the road, not necessarily a reduction in traffic. 3. Inflation will likely drive costs up even further for this project. 4. Funding doesn’t totally cover the project’s current costs. 5. Removing green space will hurt local wildlife. 6. We haven’t seen any environmental studies about noise, air, and light pollution. 7. The traffic benefits aren’t worth the total cost. 8. If a truck crashes and spills something, it will happen close to the residential space nearby. 3. Those in favor said: 1. We would all benefit from traffic improving. Council says that there was a Memorandum of Understanding with the Riddlewood Sunnybrae Community Association. 2. **Of the public commenters, I counted 3 in favor, 9 against, and 3 requesting more information or consideration.** 3. Middletown residents in favor of the Loop Road said: 1. It would greatly reduce traffic on Pennell Road approaching Route 1. 2. There would be fewer cars driving through Riddlewood. 3. It would make walking safer in Riddlewood. 4. Those opposed said: 1. PennDOT engineers are already making changes which will make this project superfluous. 2. Creating this road will somehow increase total traffic even further. 3. This project is too short term and requires a longer term fix. 4. The traffic created during construction may slow down ambulances on their way to Riddle. 5. Middletown would lose even more green space. 6. An overpass would better solve the traffic issues. 5. **Next, the Township Traffic Engineer will present it to Council on February 18th. Then, they’ll decide (either at that meeting or in the future).** If this project is ultimately stopped, all grant money Middletown received for it will be lost and it can’t be reused for another project. Myself, the police chief, and our foreman of public works personally have had conversations \[with the panhandlers\]. They are in full violation of Pennsylvania Motor Vehicle Code.” - Township Manager John McMullan 2. **Also from Public Comment: Stormwater management is an issue for many homeowners and will eventually need to be addressed by Council.** > “This township has been under development for 70, 80 years and beyond…The requirements for stormwater management now are light years different than they were…The design capacity for storm sewer pipe and inlet collection was based off of PennDOT requirements at that time. It’s going to have to get addressed across the board.” - Township Engineer Eric Janetka 3. **Council is temporarily down a member after a resignation.** > “Council will be charged with filling the vacancy from a representative from the third district within 30 days. Why? The school district wasn’t able to complete the Township’s traffic study on time. > “There obviously was a traffic issue prior to this building being contemplated. Unfortunately, you know it’s falling on the school district to kind of cure some of the ills of the past.” - (Jan. 8 Work Session) 2\. **Another factor in the delay: Neighbors.** > “The township… requested the project team to evaluate if there’s any opportunity to collaborate with the neighboring church organization and proactively address any potential future traffic issues. We actually need a legal easement or some kind of documentation between us... we still have to work through the easement with the church and then finalize that plan.” 3\. **A funding choice for the K-1 Center: More Interest Paid, but More Flexibility.** The district made a choice to finance with more interest ($11 million more) over a 15-year term (instead of 13 years), but with a lower annual payment. It will change the “annual mortgage” the district pays from $11 million to $14.9 million. It would have gone up to $17 million per year if they chose the other option with less interest. The lower annual payment allows them to pursue other projects in the future.
